LA - English UL - http://discoverylib.upm.edu.my/discovery/Record/318100 AB - This study on evaluation of safety standard and management of Police District lock-up in Kuala Lumpur was done but physical inspection and questionnaires as well as interviews of concerned police personnel during October – November 2003. The Look-up audited was Putrajaya, Dang Wangi, Cheras, Sentul, Brickfields, Petaling Jaya, Ampang, Kajang and Gombak. Physical inspection involved auditing of fire extinguisher, fire hose, CCTV, Exit distance as specified by Uniform Building By Laws 1984. Questionnaires (150 were sent out) were based on personal data; knowledge on lock-p rules and regulation; attitude towards job and practices required when on duty. Results showed that the level of administration of lock-up and detainees for Putrajaya, Ampang, Gombak and Petaling Jaya was at level 3 (50 – 64%) whilst Kajang, Sentul, Brickfields and Dang Wangi was at level 2 (40% - 49%). Although Gombak District scored level 3, it was not gazette. Generally the cells were overcrowded. Results from questionnaires showed that only 40 out of 87 respondents went on formal training. Also the practice of some personnel who left their duty post for during duty can affect security breach. Comparison of both methods showed consistent result on Fire Alarm System and Fire Detector, Illumination, exit route reduce in size due to renovation, cell capacity exceeding gazette limit causing overcrowding. Apart from this, all Police Districts Headquarters does not have an area allotted for detainees during an emergency evacuation, this issues become more serious because lockups are not allotted with sufficient handcuffs.
